Idaho Constituted

I see that it shows that Idaho is now fully constituted. What does this mean? How does a few people that meet in a restaurant vote and all the sudden Idaho becomes constituted.. I guess I don't quite understand what is happening or what this means. Could someone please explain a bit more to me what this meeting was and how it helps or what it does for the state of Idaho? Were legislatures there?
