2 Cent per 1/2 oz. Postage?

I just had a 'talk' with the Seattle, Washington Postmaster, IN HIS CAPACITY AS POSTMASTER OF THE POST OFFICE  -  NOT the United States Postal Service;
 
A 'Letter Carrier' had taken 2 items of (and marked as) POST OFFICE MATTER; 12 Stat. 71, from the OUTGOING Mialbox in my Apartment Building, gave them to the building management office Demanding (attempted extortion of) additional Postage ...
 
The Postmaster, after ACCEPTING the POST OFFICE MATTER (mail pieces), asked for my Street Address, and Assured me that he would have a Talk with ALL CARRIERS who worked that Route, and I would NEVER have that proplem again!!!
 
NOTE: 12 Stat, 71, which Set the Postage Rate at 2 Cents per 1/2 Ounce for POST OFFICE MATTER has NEVER BEEN REPEALED!!!   Only New Rates for US Postal Service mail have been enacted  -  Never Touching POST OFFICE MATTER.
