Who holds the MSO? The Holder / Holder in Due Course of the MSO is the LAWFUL Owner of the auto; then the State isues a Certificate of Title EVIDENCING they Certify thier Ownership and grant an equitable /legal (contract) to use the auto under thier POLICIES subject to Policy Enforcement (POLICE) rules and regulations; Here's a start on correcting the issue:
